====== Kvalobs range control (QC1-1) on relative humidity (UU) ======

The distribution of all UU measurements follows a Poisson distribution with deviations in the upper and lower end. From the assumption that the deviations consist of error values mostly, the range control values is chosen.

   * UU less than 5% is rejected
   * UU between 5% and 10% is flagged as very suspicious (probably wrong)
   * UU between 10% and 15% is flagged as somewhat suspicious (probably correct)
